Portuguese driver's licence with Group II restriction 997 endorsement

To work as a TVDE driver in Portugal — for Uber, Bolt, or any other platform — there's a legal requirement many candidates don't know about before starting: the Group II endorsement on their driver's licence.

Without this authorisation, it's illegal to transport passengers for payment in a passenger vehicle in Portugal. The good news is that the process is straightforward and can be completed in a few weeks. This guide walks you through everything you need — documents, costs, and step-by-step instructions.

What Is the Group 2 Endorsement on a Portuguese Driver's Licence?

The Group II endorsement (also known as restriction 997) is an annotation added to your driver's licence that authorises driving specific categories of vehicles used for special services or paid passenger transport.

According to the Instituto da Mobilidade e dos Transportes (IMT), restriction 997 is mandatory for driving:

  • TVDE vehicles — Uber, Bolt, and other platform-based individual passenger transport
  • Taxis
  • Ambulances and patient transport vehicles
  • Fire service vehicles
  • School transport and collective transport for children

Who Needs the Group II Endorsement and Who Can Apply?

If you want to work as a TVDE driver, the Group II endorsement is mandatory. To be eligible, you must meet the following requirements, as specified on the gov.pt portal:

  • Hold a valid Portuguese category B or BE driver's licence
  • The licence must have been issued more than 3 years ago
  • Have residence in Portugal
  • Have a Portuguese NIF (tax identification number)
  • Meet the required physical and mental fitness standards

Required Documents for the Group II Endorsement

To submit your application at an IMT counter, Espaço Cidadão or IMT Partner, you'll need to gather the following documents:

  1. Original Portuguese driver's licence (category B, issued more than 3 years ago)
  2. Identification document with proof of residence in Portugal — Citizen Card (Cartão de Cidadão) or Residence Permit (Título de Residência)
  3. NIF (Portuguese tax identification number)
  4. Electronic Medical Certificate (AME) indicating Group II — code 997 — issued by any qualified doctor in practice
  5. Psychological Aptitude Certificate (CAP) issued by any qualified psychologist in practice

How to Apply: Step by Step

Step 1 — Medical appointment for the AME

Book a consultation with a doctor to obtain the Electronic Medical Certificate (AME) indicating Group II (code 997). The doctor assesses your health condition and submits the certificate electronically to the IMT system.

Step 2 — Psychological assessment for the CAP

Book a consultation with a psychologist to obtain the Psychological Aptitude Certificate (CAP). This document is also submitted electronically by the psychologist directly into the IMT system.

Step 3 — In-person application at the IMT or Espaço Cidadão

With your documents ready, visit an IMT counter, Espaço Cidadão or IMT Partner. Hand in your documents, pay the €30 fee and submit your application.

Step 4 — Receive your new licence by post

Once approved, your new driver's licence with the Group II endorsement is sent by post to the national address you provided. There is no need to return to the counter to collect it.

The total cost varies depending on the prices charged by your doctor and psychologist. The IMT fee is fixed by law. Below is a realistic estimate based on average market rates:

Validity and Renewal of the Group II Endorsement

The Group II endorsement doesn't have its own independent expiry date — it follows the validity of your driver's licence. When you renew your licence, you'll need to present updated AME and CAP documents again to confirm you still meet the health and psychological fitness requirements.
